Utah Valley University released an independent review of its planning, preparedness, response and recovery surrounding the Sept. 10, 2025, assassination of Charlie Kirk.
The university said the external review found no UVU employee or agent acted in bad faith or showed willful disregard for others’ safety before or after the shooting.
The review found UVU had existing campus safety policies, personnel and resources but needed more consistent implementation, clearer responsibilities and stronger coordination during large events and emergencies.

UVU said it created a chief public safety officer position to coordinate campus police, emergency management, fire safety and campus and event security. The university expected to fill the position later this year.
The university also said it was requiring additional safety training, strengthening event security planning and ticketing procedures, and increasing coordination with outside law enforcement agencies.
“September 10 will always be part of UVU’s history, but it will not define our future,” UVU President Jon Anderson said. “Our responsibility is to care for our community, learn from the findings of this review, and follow through on its recommendations.”
A group of independent safety, law enforcement and legal experts conducted the review.
The team conducted site visits, interviewed more than 70 people and reviewed thousands of pages of university policies, training materials, records, digital evidence, and dispatch and communication records, UVU said.
