An attorney for Charlie Kirk’s family said Utah Valley University security was understaffed and unprepared for the event where Kirk was assassinated.

Brett Parkinson, counsel for the Kirk family, made the statement after UVU released an independent review of its planning, preparedness, response and recovery surrounding the Sept. 10, 2025, shooting.

“This report reaffirms the facts we laid out in our Notice of Claim: that UVU security was woefully understaffed and unprepared to manage the obvious risks associated with an event of this nature,” Parkinson said. “UVU hosted this event, and in doing so, assumed responsibility for the safety of all in attendance, including Charlie. The buck stopped with UVU leadership and law enforcement. Justice for Charlie and his family requires true accountability for UVU’s fatal shortcomings that day.”

The review found no UVU employee or agent acted in bad faith or showed willful disregard for others’ safety before or after the shooting.

It found UVU had existing campus safety policies, personnel and resources, but recommended more consistent implementation, clearer responsibilities and stronger coordination during major events and emergencies.

UVU said it created a chief public safety officer position and was strengthening event security planning, ticketing procedures, safety training and coordination with outside law enforcement agencies.
