A SeaTac man has been charged with four counts of first-degree voyeurism after prosecutors alleged he secretly recorded coworkers in a bathroom at a Sky Chef.

A SeaTac man has been charged with four counts of first-degree voyeurism after prosecutors alleged he secretly recorded coworkers in a bathroom at a Sky Chef human resources office.

Binh Quoc Hoang, 30, is accused of filming four people without their knowledge or consent between Oct. 1, 2024, and April 3, 2025, according to charging documents filed Aug. 20 in King County Superior Court.

Port of Seattle police began investigating April 3 after an employee found a clock containing a hidden camera and SD card in a single-occupant, gender-neutral bathroom at the Sky Chef office at 17801 International Blvd.

The employee told police the clock had previously been on the bathroom wall, removed, and later returned, according to court documents.

Prosecutors allege Hoang admitted to placing the camera-equipped clock in the bathroom and said he used it in hopes of seeing “a little action.”

Detectives also alleged that Hoang consented to a search of his phone, where they found videos of employees using the bathroom dating to October 2024.

According to a probable cause statement, Hoang demonstrated for detectives how he had concealed his phone in a black garbage bag inside a milk crate to record people in the bathroom.

Detectives reviewed about 200 of 385 video files recovered from the clock’s SD card and identified 15 potential victims, the documents say.

14 people appeared in video files from the hidden clock camera and phone, police said.

The charging document alleges four identified victims were recorded in a place where they had a reasonable expectation of privacy, including footage of their intimate areas. First-degree voyeurism is a felony under Washington law.

Prosecutors requested that bail remain at $10,000, along with electronic home detention and restrictions, including no return to the Sky Chef human resources office.

Hoang's next court appearance is his arraignment on Sept. 2
